IMO its too small. I keep some fry in a tank about that size (3 4cm longfin fry) as clean up but they will be moving out soon as they are getting too big. move some more in soon.

It can be done but you will find yourself constantly battling water conditions. Smallest i have bred in is 35ltrs but I would never recommend it. it was a Q tank but thr cheeky buggers wouldnt wait. Lost nearly all the fry cos of the water going nasty so fast.

If a tank is too small, that will have an effect on their development.
So as those told you before me, the bigger the better.
